All Staff Specialist Positions - with Area of Need #

For the purpose of this description, a MAHS facility is defined as a hospital, Multi Purpose Health Service (MPS), service (eg pathology group service) or programme (eg Mental Health), which is administered by MAHS.

1.0 SELECTION CRITERIA

There are essential and desirable selection criteria for this position.
All applications must address the selection criteria. Incomplete applications may not be considered. The selection process is based on merit and follows the principles of equal employment opportunity, according to the Bylaws of the Area Health Service governing the appointment of senior medical officers.

1.1 ESSENTIAL CRITERIA:

  1. Eligible for temporary or permanent residency of Australia
  2. Eligible for registration as a specialist with the NSW Medical Board
  3. Fellowship of the relevant Australian specialist College or other qualifications acceptable to Macquarie Area Health Service.
  4. Evidence of competency in spoken and written English language, applicable to Australian medical practice.
  5. Demonstrated participation in and commitment to quality assurance activities relevant to speciality; and demonstrated technical and professional competence in relevant speciality.
  6. Clinical experience in a hospital, within the last two years.
  7. Commitment to equitable participation in a hospital on-call roster with other specialists, as required.
  8. Commitment to residing in, and conducting their main practice within MAHS.
  9. Demonstrated ability to work effectively as part of a multi disciplinary health care team.
  10. Specific skills and experience, as required (listed in advertisement or information package)
  11. Current Drivers Licence, minimum Class 1A


1.2 DESIRABLE CRITERIA:

  1. Previous appointment as a staff specialist or visiting medical officer in the relevant specialty, to Australian health service within the last two years.
  2. Other relevant post graduate qualifications.
  3. Demonstrated commitment to continuing medical education relevant to rural specialist practice.
  4. Demonstrated commitment to and participation in teaching of other health professionals, including students, staff and those in specialist training.
  5. Australian citizen or permanent resident


2.0 TERMS AND CONDITIONS AND REMUNERATION :

  • Consistent with the Senior Salaried Medical Practitioners' (State) Award. Part time positions may be available, subject to requirements and negotiation.
  • Hours of work (full time): 40 hours per week, plus reasonable on call and
    out of hours work, as required.
  • Under the SSMP Award, the staff specialist must enter into a Performance Agreement with MAHS within three months of appointment, thereafter reviewed annually.


3.0 LINES OF ACCOUNTABILITY

  • Staff specialists are appointed by the Area Board of Directors, to which the staff specialist is accountable overall. As this is impractical at the operational level, the Board has directed the following:

  • As an employee of MAHS, the staff specialist is administratively responsible to the appropriate immediate line manager within the facility where the majority share of the appointment is undertaken or the medical administrator of that facility, whichever appropriate eg a staff specialist in the emergency department at DBH is administratively responsible to the Director of Emergency Services.

  • The staff specialist is professionally responsible to the appropriate immediate line manager within the facility where the majority share of the appointment is undertaken or the medical administrator of that facility, whichever appropriate, for duties performed within or on behalf of the facility eg as above. For Area responsibilities, the staff specialist is professionally responsible to the Area Director of Medical Services. Where no facility medical administrator exists, the staff specialist is professionally responsible directly to the Area Director of Medical Services.

  • In addition, those staff specialists employed under 'area of need' conditions and where the NSW Medical Board requires their supervision, the staff specialist so employed is clinically responsible to the appointed supervisor.

  • Staff specialists employed as a medical administrator are administratively responsible to the manager of the facility to which appointed and professionally responsible to the Area Director of Medical Services.


4.0 POSITION SUMMARY

  • Following appropriate referral, the staff specialist will provide medical care to all patients of the facility to which they are appointed. This will include non-chargeable inpatients, outpatients and patients attending the facility for emergency care, as well as chargeable inpatients who have been specifically referred to the specialist.

  • Staff specialists with the title 'Director' are responsible for the effective and efficient management of the facility or department to which they hold directorship.


5.0 ON CALL ROSTER

  • All specialists appointed to a MAHS facility within Dubbo where an on call service is required, must participate equitably in the local specialist on call roster at that facility eg where five anaesthetists are appointed to Dubbo Base Hospital, the roster will be one in five including weekends.

  • For MAHS facilities where only one specialist is appointed the on call roster is negotiable, dependent on need for an on call service.


6.0 SPECIFIC RESPONSIBILITIES

  1. Provide professional specialist medical care to patients of the facility, consistent with the clinical privileges determined by MAHS.
  2. Attend all patients or residents of the facility referred to the appointee
  3. Conduct ward rounds of inpatients as clinically necessary
  4. Ensure that legible medical records are maintained according to the Medical Practice Act (1992) and MAHS policy.
  5. Maintain a record of services rendered according to the requirements of MAHS
  6. Be on call to the facility as described above. When on call the appointee should be readily contactable at all times and be able and prepared to attend the hospital/MPHS within 10 minutes in an emergency
  7. Be available as a teaching and resource person to other staff of the Area Health Service and students, as required
  8. Attend those clinical or administrative meetings where the specialist's participation is required, in consultation with the Manager of the Health Service
  9. Participate in the clinical review process of the Health Service, focus on skill development of health service personnel (including him/herself) through quality review of patients and the interventions or treatment provided.
  10. Participate in formal quality review programs, including accreditation programmes (eg EQuIP, CHASP) and other quality improvement activities as requested by the Health Service Manager.
  11. Comply with the continuing professional education programme of the relevant College.
  12. Comply with the requirements of the NSW Medical Board.
  13. Comply with relevant legislation.
  14. Comply with Department of Health, MAHS and local facility policies, procedures and rules.
  15. Liaise effectively and cooperatively with all staff of the Area Health Service
  16. Other responsibilities consistent with the above and the terms and conditions of appointment.
  17. Directors of facilities or departments are to ensure appropriate allocation of administration time within normal working hours and are responsible for the management of the department or facility.


7.0 OUTREACH SERVICES

  • All specialists appointed to MAHS (except as below) are to provide an outreach consultancy service to at least one town within MAHS, as required. Procedural specialists may be able to perform procedures at these facilities, subject to the Area services plan and available skills and resources.

  • Staff specialists employed in the DBH Emergency Department are to participate in the MAHS Critical Care Network and provide outreach services to other MAHS hospitals, by way of remote or on-site support, as required, as part of their normal duties. These outreach services include the provision of 'in service' critical care training to medical and nursing staff as required.

  • Exempted from the requirement to provide an outreach service are staff specialists appointed to MAHS who are not resident within MAHS and for whose specialty discipline an outreach service is inappropriate or eg subspecialty staff specialist visiting Dubbo monthly from Sydney.


CONFIDENTIALITY & CODE OF CONDUCT AND ETHICS

  • Maintain confidentiality by ensuring no information concerning patients or clients is divulged or discussed with persons outside the Medical Service or within the Medical Service if the person is not involved in the treatment of the patient (except in recognised clinical meetings.)
  • Be familiar with the contents of the MAHS & New South Wales Health System Code of Conduct and Ethics and observe their provisions
